MA for Tomorrow: Challenging the Status Quo to Meet Seniors’ Health Care Needs

Set of policy proposals addresses and fixes shortcomings in Medicare Advantage

Washington, D.C. (June 12, 2023) – America’s seniors deserve the very best health coverage and care, so today the Alliance of Community Health Plans (ACHP) unveils MA for Tomorrow, its vision for the future of Medicare Advantage (MA), at a special briefing in the U.S. Capitol. MA is the clear choice of seniors, with more than 31 million receiving health coverage through an MA plan. Despite the program’s undeniable success over the past 20 years, there are opportunities to do better – ACHP and its member plans know the time is right to modernize MA to foster choice and competition, increase incentives for quality care and to make choosing a plan simple. 

With today’s launch of MA for Tomorrow, ACHP becomes the first and only national payer organization putting forth a detailed proposal to refresh MA to better serve Baby Boomers and beyond. 
 
“ACHP’s provider-aligned, nonprofit plans have been serving MA beneficiaries since the program’s inception, and our members consistently outperform the competition,” said Ceci Connolly, president and CEO, ACHP. “But MA must evolve so it continues meeting consumers’ needs while protecting the Medicare Trust Fund. MA for Tomorrow curbs abusive practices, reduces clinician burden, smooths the shopping experience and pushes quality standards to new heights.” 
 
MA for Tomorrow was developed over nearly two years with a cross-functional team of experts from ACHP member companies. It addresses the shortcomings in the current MA program and details concrete steps policymakers can take to improve it.  
 
With MA for Tomorrow, ACHP lays out a vision for an MA program that provides greater choice, higher quality and long-term sustainability, based on five pillars:

  2. Improving Consumer Navigation
  3. Advancing Risk Adjustment for Care not Codes 
  4. Modernizing Network Composition
  5. Transforming Benchmarks
  6.  

 
Many of the provisions contained in MA for Tomorrow can be implemented immediately. ACHP calls on policymakers and other stakeholders to join this effort.
